Obi-Wan really made no effort to hide. Moved to Tatooine and amused the totally different name Ben Kenobi and not even bothered to shave his beard or change out of Jedi Robes… also by the beginning of A New Hope, higher levels of the imperial officers were very aware of the rebel cell from Lothal which was lead by Jedi.
