To Vader, allowing her to suffer didn’t gain him anything whereas this small act of mercy did serve to benefit Vader. Although we know Vader his a cold hearted killer, it’s stated numerous times that killing and suffering for killing and sufferings sake was not Vader’s style. Instead he simply did what he felt was necessary and what furthered the interests of his Empire, and those of his master.
