If Palpatine was smart he would’ve filled the other non-combat roles with regular republic citizen rather than using clones, and once the Galactic Republic’s transition to the Galactic Empire they will have a massive non-combat role filled out with loyal imperial citizen. Instead what we see is the Grand Army of the Republic heavy relies on Clones for every role in the military other than officer’s positions. Had the Confederacy of Independent Systems actually destroyed Kamino they would’ve out right won the war from the Republic lack of Clones in their Army.
